There is indeed some truth to the view that there is an imbalance in the distribution of urban and rural areas due to digital reform. The construction of digital infrastructure and digital services in many countries do give priority to urban areas. Rural areas often face challenges such as insufficient network coverage, difficult access to digital equipment, and low digital literacy. However, this situation is not absolute. Some governments have recognized this problem and have begun to implement policies specifically aimed at the rural digital divide, such as building rural broadband networks, providing digital skills training, and developing digital services suitable for rural needs. Solving this imbalance requires policymakers to pay more attention to the characteristics and needs of rural areas, and to adopt more inclusive and targeted measures in the digital reform.
